Lisa Wolf
STEM/CTE Gifted Coordinator, Manassas Park City Schools
Lisa Wolf serves as the STEM/CTE/Gifted Coordinator for Manassas Park City Schools, where she began her career as an educator in 2003. Her experience includes serving as a STEM teacher at Manassas Park Elementary, a Gifted Resource Teacher for the elementary campus, and a homeroom teacher. She has also held a variety of leadership roles within the school division. Lisa holds a Bachelor of Science in Applied Social Science and a Master of Science in Elementary Education from Binghamton University in New York. She brings experience in education, leadership, and student development to her role as Board Chair of the Human Services Alliance of Greater Prince William.

Perry Mason
CFO Birmingham Green
Perry Mason serves as Chief Financial Officer of Birmingham Green, a nonprofit healthcare and long-term care organization serving Northern Virginia. With more than six years of executive leadership experience in finance, he oversees financial strategy, budgeting, compliance, capital planning, and organizational sustainability. His work focuses on strengthening organizations through sound financial stewardship, strategic planning, and collaborative leadership. A Prince William County resident, Perry is committed to supporting initiatives that improve the lives of local individuals and families. He brings financial expertise and leadership experience to the Alliance’s Board, helping advance its mission, strengthen community partnerships, and support programs that promote health, well-being, and quality of life.

Evelyn BruMar
Founder/ Executive Director Casa BruMar Foundation
Evelyn BruMar is the founder and Executive Director of Casa BruMar Foundation, a nonprofit advancing equitable access to education, social services, and human dignity for Virginia’s LGBTQ+ community. She helped lead efforts to secure the first LGBTQ+ Pride proclamations in Prince William County and through the Prince William County Public School Board. Evelyn became the first Latinx lesbian member of the Prince William County Human Rights Commission and is a founding member of the Governor’s LGBTQ+ Advisory Board, serving under Governors Ralph Northam and Glenn Youngkin. She also educates local, state, and federal law enforcement on respectful interactions with the LGBTQ+ community, including presentations to the Department of Justice and the Drug Enforcement Administration. Her honors include the Prince William County Human Rights Award, Equality Virginia’s OUTStanding Virginian recognition, Prince William Living’s Five Influential Women award, and the Gerald B. Roemer Community Service Award from Department of Justice Pride. She brings experience in advocacy, public service, and community education to her role on the Alliance’s Board.
Madelle Kangha
Executive Director
Madelle Kangha is a faith-driven strategic leader and licensed attorney with more than 10 years of experience across the corporate and nonprofit sectors. Her work centers on service, innovation, and expanding opportunities for women, youth, and underserved communities. Madelle founded Jumpstart Academy Africa, a nonprofit that provided entrepreneurial pathways for young people for more than a decade. She also served as a United Nations Young Leader for the Sustainable Development Goals, working with international partners to advance youth engagement and collaboration. Most recently, she served on the Board of the Virginia Women and Family Support Center, supporting strategic planning. Her corporate experience includes legal roles at Amazon and gategroup, where she advised business teams and supported commercial contracts, corporate governance, and innovation. Madelle holds a Master of Laws in International Business and Economic Law from Georgetown University Law Center and a Bachelor of Arts in Anthropology and Law from the London School of Economics. She brings experience in strategy, partnerships, and organizational leadership to her role as the Alliance’s Executive Director.

JoAnn Alston, CPA
Board Member | Owner and Lead Advisor, Merveilleux Financial
JoAnne Alston is a Certified Public Accountant and the owner and Lead Advisor of Merveilleux Financial, a CFO advisory practice based in Manassas. She also serves as Managing Partner and Lead Advisor of JoMoClaire LLC, which provides business accounting, tax, and advisory services. Her work helps organizations strengthen financial planning, improve cash flow, and build sustainable operations. JoAnne brings experience across nonprofit, corporate, and small business settings. Her previous roles include Senior Internal Audit Manager at PBS, where she supported financial transparency, federal grant compliance, and operational improvements, and external auditor in RSM’s nonprofit division. JoAnne holds a master’s degree in accounting and a bachelor’s degree in accounting with a concentration in computer information systems from Kent State University. She brings expertise in financial stewardship, risk management, and organizational strategy to her role on the Alliance’s Board.

Araceli Contreras
Board Member | Family Liaison, Haydon Elementary School
Araceli Contreras serves as the Family Liaison at Haydon Elementary School in Manassas City Public Schools, where she has worked as a liaison for seven years. Her experience also includes two years in a high school main office and attendance and truancy role, more than 13 years in social services with Fairfax County and Los Angeles County, and part-time teaching of English to adult learners in Virginia. Araceli holds a bachelor’s degree in Spanish with a specialization in education from Mount St. Mary’s University in Los Angeles and a master’s degree in public administration from California State University, Northridge. She also earned TESOL and interpreter certificates from Northern Virginia Community College. She brings experience in family engagement, education, language access, and social services to her role on the Alliance’s Board.

Kara Neal
Director of Student Ministries and Missions, Grace United Methodist Church
Kara Neal has served as Director of Student Ministries and Missions at Grace United Methodist Church since 2023. She brings nine years of ministry experience, including children’s ministry, digital ministry, youth engagement, and mission work. Her passion centers on guiding young people and connecting faith with service. Kara has led mission trips throughout the United States and helped lead international trips to Jamaica, where she has been involved in mission work for 14 years. A native of southwestern Virginia, she holds a Bachelor of Arts in Theatre from Bluefield College. She brings creativity, experience in community service, and a commitment to building relationships to her candidacy for the Human Services Alliance of Greater Prince William’s Board.

Jessy Radford
Board Member | Founder and Senior Pastor, Upper Room Christian Cathedral
Jesse L. Radford III is the founder and Senior Pastor of Upper Room Christian Cathedral in Manassas, Virginia, which opened its doors in June 2000. His ministry emphasizes practical, biblically grounded guidance, leadership development, and helping people navigate life’s challenges. He brings a commitment to service, a message of hope, and experience developing leaders to his role on the Alliance’s Board. A native of Crossett, Arkansas, Pastor Radford holds a Bachelor of Science in Education from Southern Arkansas University and dual master’s degrees in Pastoral Studies and Christian Counseling from Grand Canyon University. He is also a graduate of Calvary Bible Institute in Washington, D.C. Before founding Upper Room Christian Cathedral, he served as a youth pastor and later as pastor of Unity Christian Outreach in Manassas. Pastor Radford and his wife, Almeta, have two children, Jordan and Sydney.
